According to statistics, in 2020, a total of 27,119 scrapped subsidy machines were applied for, 9016 scrapped subsidized machines were settled, and 87.64 million yuan was invested in scrapped machines. The scope of implementation has been expanded from some provincial pilots to all agricultural and animal husbandry counties (fields) across the country, and subsidies for scrapping and updating agricultural machinery have entered a comprehensive promotion stage from the pilot stage. In accordance with the new guidelines, local agricultural and rural departments have actively negotiated with financial and commercial departments to revise and improve local implementation plans. Currently, all provinces across the country have issued new implementation plans for scrapping and updating subsidies, and a new system of subsidies for scrapping and updating has been established nationwide.

Specify the type of scrapped and updated equipment. The new "Opinions" expand the types of scrapped machines from the original two to the agricultural machines that endanger personal and property safety as stipulated in the "Regulations on the Safety Supervision and Administration of Agricultural Machinery". In addition to tractors and combine harvesters, all localities have incorporated rice transplanters, motorized spray (powder) machines, motorized threshers, feed (grass) grinders, and guillotine machines into the scope of subsidies for scrap and renewal of central financial funds based on actual conditions, further clarifying For scrapped subsidy models, the provincial scrapped subsidy standard has been formulated. All localities have determined technical conditions such as the service life of scrapped agricultural machinery with reference to relevant machinery scrapping standards, and farmers are allowed to apply for scrapping subsidies for machinery and tools that have not reached the scrapping period but have major safety hazards, high failure rates, serious damage, and high maintenance costs.

Innovate the scrapping and update subsidy mechanism. In accordance with the requirements of the new "Opinions", all localities have adjusted the link between scrapping and updating to the control of the total amount of scrapping and updating, that is, farmers who scrapped old machines may not buy new machines, but should balance the total number of scrapped and updated numbers on a county-by-county basis. , implement orderly scrapping. Establish a work system for scrapping and updating. Strengthen the risk prevention and control of scrapping and updating. Establish and improve the risk prevention and control system and mechanism for scrapping and updating in all regions, formulate risk prevention and control measures for unlicensed or unlicensed agricultural machinery and implements, strictly prohibit fraudulent subsidy fund fraud such as false reporting and compensation, and take action when recycling enterprises are found to have violations. effective measures to deal with. The upper limit of subsidies for tractors and combine harvesters has been set in accordance with local conditions. In principle, the amount of subsidies for other agricultural machinery scrapped shall not exceed 30% of the subsidy for the purchase of similar types of agricultural machinery. Recycling enterprises are required to check the information of the owner and the agricultural machinery to be scrapped when recycling agricultural machinery, strengthen the unique verification of machinery and tools, dismantle the recycled agricultural machinery in a timely manner, and establish files. Recycling enterprises dismantle or destroy agricultural machinery for supervision. Vigorously promote information disclosure, publicize the beneficiaries of subsidies, accept supervision from all walks of life, and ensure that the work of scrapping and updating agricultural machinery is fair, just and open. Beijing issued the "Notice on Formulating Guiding Standards for the Recognition of Scrap Agricultural Machinery Recycling Enterprises" to guide all districts to do a good job in recognizing recycling enterprises. Hunan Province requires recycling enterprises to take pictures and video the whole process when dismantling agricultural machinery. The provincial department dispatches video data every quarter, and 112 agricultural machinery scrap recycling enterprises have been approved. In Gansu Province, county-level agricultural and rural departments and commerce departments have reviewed and determined the list of qualified recycling companies in an open and selective manner. At present, 80 recycling companies have been identified, covering 61 counties with a coverage of more than 70%.
